OOR dibentuk oleh Toru ketika masih duduk di bangku SMA. Pada mulanya Toru mengajak Ryota yang merupakan teman segrupnya di Heads, dan memintanya belajar bass. Kemudian Toru juga mengajak Alex untuk bergabung, lalu menyusul Taka. Toru, yang kala itu melihat Taka tampil pada acara cover band, merasa bahwa Taka adalah orang yang sangat cocok mengisi posisi sebagai vokalis di OOR dan bersikeras memasukkannya ke dalam grup. Pada tahun 2007 member terakhir, Tomoya, bergabung sebagai drummer. Tomoya telah sering mengiringi band ini sebelumnya, namun baru resmi menjadi member ketika OOR debut.

Nama ONE OK ROCK diambil dari pelafalan One O'clock, yang merupakan waktu latihan para anggota band yang dilakukan tiap akhir minggu.

Pada Mei 2009, Alex ditangkap karena kasus pelecehan seksual (groping young woman) di kereta Kanagawa. Insiden terselesaikan secara damai dan Alex tidak sampai diadili. Alex pun keluar dari OOR dan sejak saat itu hingga sekarang, OOR beranggotakan empat orang
